Biggin Hill Development Defence (BHDD) was established in October 2025 by Claire Dyer and a small group of local residents who had previously been, and continue to be, actively involved in opposing the expansion of ULEZ in and around Biggin Hill.
BHDD was formed following a community meeting at which residents were informed about the proposed development at Strawberry Fields. It quickly became clear that many local people had serious concerns about the proposal and wanted to take a proactive approach, rather than simply wait for events to unfold.
The purpose of establishing BHDD was to create a coordinated community group where residents could come together to raise concerns, share relevant information, offer their support and work collectively to protect the interests of the local area.
We initially established a secure, vetted WhatsApp group to enable residents who wanted to become actively involved to communicate and share information in a safe and responsible environment. This was subsequently followed by a Facebook group, allowing the wider community to stay informed, contribute to discussions and become involved in the campaign.
BHDD remains a resident-led, community-focused group, committed to ensuring that local voices are heard and that the proposed development is properly scrutinised on behalf of the Biggin Hill community.
Our initial objective was to raise awareness of the proposed development and support AGBAG’s campaign, while allowing AGBAG to remain focused on its specialist area of expertise.
In November 2025, BHDD organised a demonstration at the developers consultation on the Main Road and within just four days, delivered information leaflets to every property in Biggin Hill. We also invited local councillors, our MP and local farmers to attend. The aim was to ensure that residents were aware of the proposals and to encourage them to join AGBAG’s mailing list so they could remain informed and engaged with the campaign.
In February 2026, BHDD organised the Ramble, bringing members of the local community together to show their support and raise awareness of the campaign. The event raised just under £300 in cash donations, with a further £2,000 raised through GoFundMe. Local councillors and GLA Member Thomas Turrell also attended and showed their support.
In April 2026, BHDD organised a horse ride across Strawberry Fields, providing another opportunity for the community to come together and demonstrate its opposition to the proposed development. The event also raised a small donation for Foal Farm Animal Rescue Charity. Following the positive response, we have discussed the possibility of organising another ride in the future.
Throughout this period, BHDD has maintained sharing information and discussing practical ways in which we can continue to support the wider campaign.
Our focus has remained on mobilising and informing the local community, creating opportunities for residents to get involved, and ensuring that local opposition to the proposed development remains visible, organised and constructive.

It is important to be clear about BHDD’s role and remit.
As individuals, we will continue to oppose inappropriate development on greenbelt and farmland where we genuinely believe they are not in the interests of local people. BHDD, however, has a clear and consistent purpose: to be a community-led organisation representing the interests and concerns of residents in Biggin Hill and the surrounding area.
Once the Strawberry Fields planning application is submitted, BHDD’s principal objective will be to mobilise the local community and secure a minimum of 5,000 objections.
BHDD will focus on community engagement and mobilisation. This will include door-knocking across Biggin Hill and the surrounding area, ensuring that residents are aware of the application, understand how they can participate and have the opportunity to make their own representations.
BHDD is, and always has been, committed to the people of Biggin Hill and the surrounding area, and will continue support and work alongside any organisation opposed to inappropriate development. We are fortunate to have the support of our local councillors and will continue to scrutinise developments affecting our Green Belt and farmland objectively and without prejudice, regardless of who is behind them.
Our role is not to tell residents what to think. It is to ensure they have access to the information, opportunities and support they need to make their own voices heard.
Residents deserve to be properly informed and given a genuine opportunity to participate in decisions that could have a lasting impact on their community.
That is what BHDD was created to do.
